If you're anoyed by the fact that those popup notifications disappear before you can get to them these instructions should help. Chris Hallsworth gets the credit for assembling and making these instructions available.
In Windows 7, it is possible to change a setting whereby you can tell
Windows to keep its notification dialogues, such as help balloons, open
for up to five minutes. To do this:
1. Press Windows-U to open the Ease of Access Centre.
2. Tab to and activate the link, "Use the computer without a display".
3. Tab to and focus to the combo box, "How long should windows
notification dialogues stay open for".
4. Use your up and down arrow keys to set the number of seconds or minutes.
5. Tab to and activate the button, "ok".
6. Close Ease Of Access Centre.
Note
When you open Ease Of Access Centre, you may hear speech from Narrator.
This is normal.
